Centre delinks APARs of Group A officers from submission of medical report for year 2019-20

NEW DELHI: Central government on Friday ordered to delink the recording of annual performance appraisal reports (APARs) of of Group A officers from the submission of summary of medical report for year 2019-20 in wake of COVID-19 pandemic.

“In view of the prevailing situation, it has been decided to delink the submission of summary of Medical Report from recording and completion of APAR for the year 2019-20,” the order issued by the Personnel Ministry on Friday said.

The timeline for conduct of Annual Medical Examination and thereafter submitting the summary of the Medical Report for the year 2019-20 is extended for a further period up to 31.12.2020, it added.

“However, recording and completion of APAR for the year 2019-20 may be done as per the time schedule given in Annexure to this Department’s OM No.21011/02/2015-Estt.(A)-Part dated 30 March, 2020, without insisting on submission of summary of Medical Report,” the order further said.

The ministry already extended the dates for initiation and completion of central government employees’ APARs due to coronavirus pandemic on 30 March, 2020.

A revised target date for completion of APARs for Group A, B and C officers of central civil services had been issued by the ministry.

According to the revised schedule, the distribution of blank APAR forms needs to be completed by May 30 and the submission of self-appraisal to reporting officer by June 30, the previous order said.

This measure is a one-time relaxation only, it added.

The disclosure of the APAR of the officer reported upon should be done by September 10 (in cases where there is no accepting authority) and by October 10 (in cases where there is accepting authority), the ministry said on March 30.

The entire process should be completed by December 31, 2020 “after which APAR will be finally taken on record”, the ministry said on the same date.
