Prakash, a 1986-batch IAS officer, will have to walk a tightrope as there had been differences in the past between the ruling AAP and the bureaucracy over a range of issues.

The bureaucrat will have to strike a fine balance between the Kejriwal-led government and the office of the Lieutenant Governor.

“Amshu Prakash took charge as Delhi chief secretary today,” an official said.

The IAS officer had worked with the Delhi government as a principle secretary (health) and also in the municipal corporation of the city.

He has also served as health secretary in his previous postings in Arunachal Pradesh and Andaman and Nicobar Islands administration.

Prakash’s predecessor Kuty had been at loggerheads with Chief Minister Arvind Kejriwal and his cabinet over many issues, including the Delhi Metro fare hike and desilting of drains.

The chief minister had, last month, sought an explanation from Kutty over his absence from Lal Bahadur Shastri’s birth anniversary event organised by the AAP government.

The Kejriwal government has maintained that the files pertaining to their work are not shown to the ministers concerned by the bureaucrats.
